A recent (Jan 2017) publication by UN Women and WSSCC titled Menstrual hygiene management: the experience of nomadic and sedentary populations in Niger, available at wsscc.org/wp-content/uploads/2017/03/Men...lations-in-Niger.pdf, says:

If better informed, women and girls can fully participate in society and the economy and lead active lives in school, work and leisure. This means that MHM must be clearly articulated in public policies and national strategies with associated budgets and monitoring systems. The capacity to implement such policies is as essential as the services that women and girls can use with total confidence.

This shows that it is the advocacy that is required, if menstrual hygiene management is to be made effective. The advocacy has to be effective, as half-baked advocacy that does not directly target the population, which is intended to be targetted, will not be effective, and will only be a waste of time and money.
