thank you for your responses! In the meantime I did finish my paper and actually selected the papers you mentioned!
I ended up taking a case of Rajasthan and Tamil Nadu with similar (good) outcomes.

Rural Sanitation Governance in India - any relevant studies or cases?

Dear all,

I am writing a thesis on rural sanitation in India with a focus on the governance, in special the state capacity the state bodies have in sanitation.

I am interested in the role of the state and its capabilities towards sanitation in the rural areas in India. I am coming form a perspective of political science, where in the research on governance, one recent approach suggests that the state is responsible for delivering public goods and services for its citizens, where sanitation facilities would also be considered (as it is a human need).
1. My first question to all of you would be: Do you even agree to this? Who is responsible and who should do what?
Do you think with a good capability in terms of resource, motivated bureaucrats, effective policies, the sanitation challenge in rural India will be solved?


When looking at India, the situation of governance is very interwoven with the big Swachh Bharat Mission from the Union level, state level policies and of course local governments and panchayats. This causes lots of differences.
2. Practical quesition: Do you have any examples for panchayats who manage the rural sanitation policies especially well (and why) and also on the contrary- cases where this failed?

3. How do you picture the relationship between the various NGO´s, economy and the governance aspect?

4. And lastly, which steps need the state undertake to improve, which ones (subsidies, behaviour change, monitoring) do work and which ones not?

I know this is a lot now, but maybe some of you want to answer even 1 question or give their examples- everybody is welcome to share their experiences and opinions!!
