Selection between piped sanitation and non-sewered sanitation

Hey all

How can a utility manager select between piped sanitation and non-sewered sanitation, that is decision making process, tools etc?

The main criteria in the decision making process are space available, population density, how much it can cost, availabilty of water and electricity, access ways, topography, soil type, funding availability and so forth.
