Creating an Enabling Environment for Fecal Sludge Management: Governance, TNUSSP, Tamil Nadu, India

The Tamil Nadu Urban Sanitation Support Programme (TNUSSP) launched in 2015 aims to achieve improvements along the entire urban sanitation chain in the state of Tamil Nadu, India by demonstrating innovations in two model urban locations – Tiruchirappalli city and Periyanaicken-palayam and Narasimhanaicken-palayam town panchayats in Coimbatore district. 

Alongside, programmes in these demonstrations sites, TNUSSP implemented state-level initiatives to support rapid scaling-up of innovations in Fecal Sludge Management in all urban areas of Tamil Nadu. Understanding the governance mechanism in place for sanitation was central to plan and implement the programme. Detailed reviews conducted to understand the Governance mechanism are presented below.

Legal and Institutional Review: Urban Sanitation in Tamil Nadu

 TNUSSP undertook a legal, regulatory and institutional review across the sanitation chain in Tamil Nadu. This review mapped the institutional arrangements, laws, and regulations that govern sanitation in the State. This report provides a summary of the review along with the key areas for improvement and a road map to achieve 100 per cent safe sanitation and improved public health outcomes.

Municipal Building rules: Suggested Changes
In order to effect improvements across the sanitation chain in Tamil Nadu, an assessment was undertaken of the existing practices with respect to on-site containment structures. While already existing on-site structures need to be surveyed to ensure compliance with sanitary requirements, another intervention identified was improvements to the existing procedures for receiving and approving building proposals. This note summarises the review and the recommendations shared with the Government of Tamil Nadu.
