In most African countries, the shift of responsibility for water and sanitation services to local authorities was not accompanied by a transfer of skills. If local authorities are expected to provide proper and long-term services (from planning to maintenance and costs analyses), they have to have access to powerful tracking tools. It’s obvious. You cannot manage what you cannot measure.
IRC, together with pS-Eau, will organize a seminar from 7 – 9 April 2014 in Ouagadougou, Burkina Faso on monitoring local water and sanitation services in West-Africa. Around 200 experts will gather to address the growing demand from local actors for tools, expertise and guidance in order to run a sustainable service.
Experts will share their experiences and knowledge around the monitoring of water and sanitation services. For three days they will have an opportunity to have an open dialogue on challenges and ways forward for monitoring and evaluation in rural areas.
During the seminar, different aspects of running a service will be discussed, including monitoring the performance of water supply services and its challenges, the use of technology to collect and analyse data, and monitoring costs, finance and the quality of water in rural areas.
The seminar “Monitoring and evaluation of water and sanitation services in rural areas and small towns in West Africa” is organized with support from the Government of Burkina Faso and ECOWAS, as well as USAID, GIZ, five French Water Agencies and the French Ministry of Foreign Affairs.

This is a seminar to bring stakeholders from West Africa up to speed with the latest thinking on WASH monitoring, and provide a venue for emphasising experiences in the field of monitoring WASH services at the municipal level. It will take place from Monday 7 to Wednesday 9 April 2014 in Ouagaoudou, Burkina Faso. The event is organised by IRC and pS-Eau with the political support of ECOWAS.
