Aren't the courseera courses no longer 'free'?
One could get the course materials for free but users have to pay for their certificates and submit assignments.

The International Committee of the Red Cross (ICRC), Eawag-Sandec and École polytechnique fédérale de Lausanne (EPFL) are launching the free online course “Introduction to Public Health Engineering in Humanitarian Contexts” on November 6.
