I hope this mail finds you well. Greetings from Kenya. To introduce myself, am a water & environmental engineer with over ten years in WASH infrastructure and programming with masters in project planning &management and environmental health engineering from university of Nairobi. Currently am a WASH Program Manager for Sustainable Africa an organization working in 15 counties in Kenya promoting access to water and sanitation for schools and communities through promotion of rainwater harvesting by roof catchment; rock catchment; sand dams; weirs;earth dams and sanitation with hygiene promotion & MHM activities.
To clarify your query on ("the need for the players in the sector to get the right persons")? i meant that in WASH project a big part of the budget goes to infrastructure development and the need for organizations to have engineers manage them from baseline to feasibility through design construction supervision and commission should be given a consideration and of interest if the next goals have to be met and not just relegated to technical duties alone. From experience, I have seen many WASH project in developing countries not functional as they are not working or meeting the demand for the need. A simple reason,could be not well done feasibility study to determine the demand for the need for a projected future use. hence factors like future populations not factored hence failure of the project and wastage of resources. With this and among other reasons, like leaking masonry tanks not holding water; collapsing latrines within a year of construction calls for more focused capacity development with sharing experience of what works, why it worked, what can be done better on methodologies and approaches across the different organizations in infrastructure development and sustainable service delivery.
I am sorry will not be able to attend the WG1 meeting in Stockholm but hope to follow up the discussion online from your reports.

We at seecon also made the experience, that specifying the capacity needs and then seek specifically for profiles which potentially fits those is key for effectively identifying gaps and develop new capacities. These matchmaking activities have also the advantage of reveal hidden capacities.
