The overall theme is sustainable development.

The SD Goal 6 is listed: Ensure availability and sustainable management of water and sanitation for all.

But the topic of sanitation doesn't really come forward in the text. That MDGs are described as unfinished work is mentioned but none are specificed. The central role that sanitation has in sustainable development is not made clear.

SEI's Science Writer Caspar Trimmer did a quick perusal and came up with the following observations:
Four uses of “sanitation” in the whole report, and only two of those worthy of citation.

para. 70: … promote healthy behaviours, including those related to water, sanitation and hygiene.

para. 74: Sustainable approaches to landscape management (including agriculture and forests),industrialization (including manufacturing and productive capacities), access to energy and water and sanitation, are key drivers of sustainable production and consumption, job creation, as well as sustainable and equitable growth. They drive sustainable management of natural resources and tackle climate change.
