Not a hand pump or solar water, but I recall seeing a micro electricity grid in a small tribal hamlet near Mumbai (India) and the experience may be relevant. Important to note that while the hamlet is not very far from the financial capital of the country, it is part of tribal belt which is not very densely populated, and connectivity is limited. Further, incomes are meagre as most practiced subsistance agriculture and/or depend of forest produce.

The capital expenditure of solar panels and batteries, and initial installation costs were borne by a philanthrophic organisation. Every house was to allowed to connect a fixed number of fixtures (a bulb and a fan) for a fixed number of hours. All the households contributed a fixed monthly charge for operations and maintenance. The charge was meagre and didn't include anything for any major maintenance or replacement of batteries. When I visited, the batteries were already nearing their end and the villagers were planning to approach the philanthrophic organisartion for new batteries. Clearly, while the villagers valued electricity and willing to contribute to its maintenance, they could not afford its capital expenditure not replacement costs.

For more than 5 decades, our Rural regions have used a specific type of Hand pump named as INDIA MARK II
As regards Solar Water Heaters it is of simple Radiator type configuration, and simple, differing region to region.
We request other Members to give more specific data on the aspects of O & M of 2 devices as referred.
