Revolving Fund Finance Mechanism - Oxfam's Septage Management Program for Typhoon Haiyan Recovery in the Philippines

This April, Oxfam, GB will be kicking off its septage management recovery program for the typhoon Hayian affected areas in the central Philippines. Oxfam is in the process of establishing a revolving fund that will be used for seed money for up to 14 of the hardest hit municipalities. Funds will be used by the municipalities to construct septage treatment facilities and purchase trucks. The program promotes a bottom-up stakeholder driven process where municipal applicants for the funds must first document that they have the land for the treatment facility, and establish a user fee system supported by a local ordinance on sanitation and septage management. Oxfam's septage support team will be deploying to Leyte Province April 20 - 24 for a series of events to jump start the process in the municipalities of Palo, Guiuan, Santa Fe, and Tacloban.
