If it's a country thing (and I'm not sure if it's as simple as that), then let me ask again for the case of India, for example:
What is the overarching term that is used in India, i.e. the one that also includes the solid waste workers and the street cleaners? It can't be "sanitation workers" if sanitation workers in India only refers to those dealing with human excreta or liquid waste produced by households. 
I am not trying to be pedantic, I am just trying to understand what terms people use for what.
