Project Proposal for Improving Water Supply, Promoting Personal Hygiene Practices, and introduction of ECOSAN toilets in Sedapatti block of Madurai district of Tamil Nadu, in India

ORGANIZATION DETAILS:

ASSET Trust is a registered, Non – Profit, Social development, Voluntary organization working in the year 2011, deserving people especially vulnerable section of people living at very remote areas of Sedapatti, Usilampatti and Chellampatti block level in Madurai District, Tamil Nadu, where there are no services are reaching out, Now we work to promote Health, Education, Economic & Environment concepts through participatory women forum, and collaborating with Nationalized banks, and Tamil Nadu Govt. women development corporation for technical and Financial assistance as viable to our target. K. Amirthalingam is the Managing Trustee of ASSET TRUST. ASSET TRUST has good rapport with target beneficiaries, stakeholders, community leaders, government officials, donor agencies, social organizations, educational institutions and like minded NGOs.

Goal of the Project

Empowering the people’s organizations to achieve sustainable improvements in their quality of life by improved potable water supply, sanitation and associated health and hygiene practices.

Rationale

The World Health Organization [WHO] estimates that over 80% of the diseases occur due to water-born diseases and poor maintenance of sanitation. Water and sanitation related diseases include all types of diarrhea, dysentery, typhoid, hepatitis, polio, skin and eye infections and other mosquito born infections they are most frequently transmitted by poor hygiene. Poor environmental condition arising from unhygienic disposal of fasces, silage and other solid waste contribute to the spread of diseases. They lead to contamination of food, water either at source or in home. They may encourage breeding of insect’s further increase in the spread of diseases. Based on these aspects, ASSET Trust conducted a situational assessment study for promoting Water and Sanitation (WATSAN) program. All the inhabitants of the villages surrounding Sedapatti fall in the category of vulnerable and needed to be addressed the above-mentioned problems observe in this village through a comprehensive WATSAN Program with appropriate behavior change communication with an active participation of the local communities.

Target group and their present situation
The targeted people for the Project are mostly belonging to scheduled community and neo-literates and basically, landless labor. Their poverty condition is getting down due to frequently affected by water born diseases and diseases caused by unhygienic practices (Fecal – oral diseases). The expenses for treatment and time taken made them more dept and borrow money from moneylenders for higher rate of interest to meet these expenses. The efforts taken by Government and NGOs for their livelihood could not achieve the objectives due to heavy expenses on treatment sides. Unhygienic village environmental issues must be addressed with community based comprehensive water and sanitation programs with people’s participation. Intensive hygiene education would create such demands among them instead of creating only hardware’s components and force them to use. This will not serve the purpose of the attempt. Women of the village have already been organized as self help groups by different organizations for livelihood and micro credit programs. Life saving messages and educations on safe practices has not yet reached out. All use to go for open defecation in near by fields and roadsides in the rainy season and feces are not safely disposed and but exposed to flies and pets and domestic animals, which cause diseases. There are more number of diarrhea cases reported in rainy days and flood periods. There are no hygienic practices among them such as hand washing after defecation, proper drinking water handling, hand washing before food, disposal of children faces etc.

Observation

The fruits, vegetables and green grown in the area of defecation getting in contact with faces lying very close.These flies sit on the exposed food items, water and
Flies sitting on the mouth especially children.Foods are not covered.No hand washing practice after defecation and after handling child faces with cleaning agent.Unsafe water source for collecting water for drinking and cooking and storing and handling it hygienically.No clean containers and safe handling Children are with dirty nails.

Reason for the selection of the Water and Sanitation (WATSAN) Project: The village community lacks the most important education on using Toilets as open defecation is evident. Particularly the SC communities deserve this Project as they are normally neglected from mainstream development. Schedule Caste People are mainly living in depressed and neglected conditions. They have poor access to water and sanitation facilities of hygienic education and awareness. In order to address their needs and facilitate hygienic living, this project has been selected.

Objectives of the Project

Short-term

To ensure the keeping of toilets and the surroundings in Sedapatti block area with proper cleanliness and hygienically through community participation.
Best hygiene practices promotion activity adopt by the stakeholders in 1 village
To bring down Water born diseases among the target community
200 eco-san toilets in 1 target village would be constructed to serve as a model
To form WATSAN committees in project village and its take care of hygiene Education and sanitation facilities in the target village
To renovate the toilets as users friendly and capable enough to prevent it from becoming dirty by providing with additional facilities.
To form and facilitate different people’s forums for the purpose of community/collective awareness generation, sensitization, motivation and responsibility taking, with regard to hygienic practices in water and sanitation.
To build and develop a culture of best practices among the target population with regard to water and sanitation for their healthy and long lives.
To access the target people to create community based and individual based sanitation facilities.

Long-term

To strengthen local grassroots NGOs and other stakeholders on people-centered initiatives and people to have access to safe water and sanitation.
To improve quality of drinking water in the coastal belts through Rain Water Harvesting systems (water bodies development and management)
To impart appropriate hygiene education for attitudinal change for right hygiene behaviors.

Implementing Strategy

1.Demand Creation through hygiene promotion and the marketing of latrines as desirable consumer items.
2.Development of User-friendly products in the form of a range of affordable and appropriate latrine models.
3.Establishing Supply Chains to ensure that people have easy access to materials and service through sanitary mart, production Centre and trained Masons.
4.Making latrines affordable through access to credit.
5.Strengthening all kind of Stakeholders with appropriate capacity building program
6.Awareness creation through School Hygiene education program
7.Formation and facilitation of different people’s forums/Organization at the community level and also in schools

6.Preparation and distribution of IEC materials.

Community Contribution: The community will contribute by way of free unskilled labor. For example unskilled persons will assist in installing the hand pumps and constructing the platforms. Some persons may contribute the materials like sand, bricks and cement etc., and some others may contribute cash for this activity of installing bore well hand pumps. The community will also raise kitchen gardens or construct soak pits. The water and sanitation (WATSAN) Committees to be organized will look after the maintenance and repair works for which a subscription will be collected every month and kept with the committee. The parents and teachers and children will contribute their share for the hand pumps and toilets. This will also be in the form of cash, labor or kind. The Parents – Teachers Associations in the schools will take up the necessary responsibilities. The target families will be motivated through the awareness and sanitation training camps to construct household toilets. For this, utilizing the support extended under Revised Central Rural Sanitation Program (RCRSP) of the government and in addition pooling their own resources, the families will be constructing the toilets. The kitchen gardens and soak pits will be the community’s contribution. For construction of IHHL, UNDP model latrine single Leach pit with concealed bottom with RR and sand filter technique would follow however people will decides the type design and model

Monitoring and Evaluation ; Internal Monitoring system

1.Frequent Visits – The Project Director make frequent visits to the village to see the implementation of the activities and the proper attending of the tasks by the staff. If there is any need for spot decision and altering the course of actions on that day it could be possible during the visit time in consultation with the forums concerned. It would be a participatory site visit to guide the project personal.

2.Monthly Review and Planning Meeting. Both the staff and the respective Forums regarding their related activities would do these exercises. Every month the staff and the forums will make monthly plan, which contains monthly targets. Every staff does monthly schedule and their respective targets. The same is true for people’s forum. In the regular meeting staff and the people forum will discus about the achievement against their targets Problems, hurdles, change in approaches, rescheduling the targets etc., will be done. The purpose is to ensure the 100% implementation of the targets and output.

Evaluation

The Project will be evaluated on the basis of the periodic reports, records, accounts, photographs, newspaper reports, video clippings, physical verification, interactions with the staff/ and users/ Sangams and WATSAN Committee representatives etc. A mid term evaluation will be conducted at the end of 3 months of the project and the final evaluation will be after the project period of six months. A team consisting of Project Director, staff, Sangams / WATSAN committee representatives, a couple of end users and evaluators deputed by Tear Australia will evaluate the Project.

Challenges / Constraints

The traditional habits of the people
Salinity of soil water that hamper the growth of plants
Plantation of saline tolerant varieties and proper orientation of people will take care of the above risks
Local celebration events could cancel the participation of people in program
Dates will be fixed in consultation with the people for meetings and house visits
Cooperation of school authorities
Sustainability Plan of the Project (Linkage & Leverage)

The assets created will be looked after by the Sangams / WATSAN Committees which will have properly trained persons as members. The monthly subscription collected by the WATSAN committees and the proceeds of the community kitchen gardens will be utilized for maintenance and repairs. Sangams will get any major repair replacement done by the Panchayat Union. The knowledge acquired from the drinking water/health awareness activities will help the end users to get maximum service from the sources. TRSP, DRDA and Education Department will be involved more in the program activities. Subsidy from TRSP program would for IHHL construction along with people contribution. The training to be given to the selected women in every village by the Health workers of this project will be of much use in spreading the knowledge to the others and to take preventive and promotional steps for health development. The Sangams will also arrange periodically some awareness programs for updating their knowledge. Thus, it is hoped that sustainability will be facilitated with respect to health, water and sanitation in the target village.

The Proposal is to initiate and evolve introduction of Eco-San and Water and Sanitation intervention amongst the disadvantaged rural communities in Sedapatti block with other supporting software components such as awareness and capacity building. As per your guidelines, community contributions are best articulated in the Project budget with due recognition for the role of women and children to participate.

The Project described in the attached document affected at the most affected area called Sedapatti block, Madurai district, where the majority of rural households do not have sphere standards in water and sanitation arrangements. A positive outcome of the Project is that it will increase the possibilities of environmental benefits and at the same time the quality of livelihoods free from diseases out of open defecation.

C'est évidemment une satisfaction pour moi de voir que les informations données accrochent les lecteurs et participent, je l'espère, à faire avancer la question des toilettes. J'éprouve aussi une réelle joie à ce que les bénéfices qui sont dégagés par la vente de ce livre puissent financer des installations pour celles et ceux qui en sont dépourvus, plutôt que de venir remplir mon compte en banque.
Quant à une version anglaise, cela avait été envisagé il y a quelques années mais cette idée a été finalement abandonnée car il y a déjà de bons ouvrages dans cette langue mais aussi par ce que si je considère que globalement ce que j'ai écrit reste pertinent, il y aurait certains passages à réactualiser, ce que je n'envisage pas car trop occupé par ailleurs.

Je souhaitais te répondre pour tout d’abord saluer la qualité ton ouvrage qui est sur ma table de nuit depuis et qui y restera probablement très longtemps. Ta démarche de financement des toilettes sèches par la vente du livre est tout à ton honneur et je pense qu’elle pourrait créer un sujet à part entière sur ce forum car il est très souvent question de financement. Nous avions les bailleurs publics, les multinationales, les fondations, les philanthropes, le spectre des financements de projet Ecosan est ainsi élargie aux production culturelles (je ne sais pas si la dénomination est la bonne). Beaucoup de programmes ont déjà utilisés des acteurs ou chanteurs connus pour faire de la promotion à l’hygiène mais à ma connaissance dans le monde de l’Ecosan aucun projet n’a été financé par la vente d’un livre.
Merci de nous ouvrir cette voie qui je l’espère fera des petits.
Question subsidiaire : Je suis persuadé qu’une version anglaise du livre de grande qualité ferait des émules, tout au moins sur ce forum ! est-ce déjà prévu ?

Financing is a question most of us think about constantly, we had public funders, foundations, philanthropists, multinationals and now you bring financing of Ecosan project through cultural and educative production. Many programs have used famous singer or actor for their hygiene promotion campaigns but so far I never heard an ecosan project financed through the money made out of sales of a book.
Thanks for opening this great door which I hope will be replicated somehow.
Another question : I’m pretty sure an English version of your book would interest a lot of people, especially in this forum, is it planned ?

The profits from the sale of Christophe Elain’s book "A small corner to relieve the planet" (neither the publisher nor the author receive any money from the sale of this book) help pay for the construction of dry toilets.
