Good afternoon
In your case of high ground water level the sanitation technology you already started to use is recommended with the limitation you mentioned.Raised latrines
raised latrine( constructing the latrine on the surface of the earth).Especially Where there is a seasonally high water table, a raised latrine may be the most appropriate option.
The pit of such latrine should be lined with appropriate, locally available materials such as fired clay bricks, block work, porous concrete, large stones or pieces of rock, pre-cast concrete rings or ferro-cement

Dear Sir,
The publication is interesting, as here in Karamoja/ Uganda we are as well facing problems with pit latrines in zones of high ground water level.
We are applying in such cases either ECOSAN latrines (disadvantage: too expensive for the average household) and are experimenting now with dry-compost toilets. What technical solutions do you use?

I am a bit reluctant in involving armed forced in WASH activities. If the population is not convinced of practicing WASH, then even the involvement of armed forces might not lead to sustainable results.

This paper is based on field experience gained through the PCA project titled "pilot urban WASH project," which was implemented by World Vision, UNICEF, and DFID in the Ethiopian Great Rift Valley in a town called Wolelchiti from 2014 to 2016:The following is a lesson learned:1) Inclusion of vulnerable communities through 'Community Voice of Action' during the implementation of Urban CLTS2) Innovation in latrine construction by communities in flood-prone areasThe Importance of These Achievements for WASH PractitionersUrban ODF is difficult, particularly in developing countries such as Ethiopia. World Vision is currently implementing this pilot urban WASH pilot project in collaboration with its partners (UNICEF, DFID). World Vision completed this project by incorporating Community Voice of Action into the CLTS tool, and 8 ketenas (the smallest administrative unit) were declared ODF. In this town, the OD practice had become extinct. The success of this project teach  the importance of performing CLTS through community voice of action and the 1-5 health development armed force, as well as the alignment of CLTS with sanitation by law enforcement.
