Good afternoon
In your case of high ground water level the sanitation technology you already started to use is recommended with the limitation you mentioned.Raised latrines
raised latrine( constructing the latrine on the surface of the earth).Especially Where there is a seasonally high water table, a raised latrine may be the most appropriate option.
The pit of such latrine should be lined with appropriate, locally available materials such as fired clay bricks, block work, porous concrete, large stones or pieces of rock, pre-cast concrete rings or ferro-cement

Dear Sir,
The publication is interesting, as here in Karamoja/ Uganda we are as well facing problems with pit latrines in zones of high ground water level.
We are applying in such cases either ECOSAN latrines (disadvantage: too expensive for the average household) and are experimenting now with dry-compost toilets. What technical solutions do you use?

I am a bit reluctant in involving armed forced in WASH activities. If the population is not convinced of practicing WASH, then even the involvement of armed forces might not lead to sustainable results.

This Paper is based on the experience from field under the project PCA titled ‘pilot urban WASH project’ which was implemented by world vision, UNICEF and DFID in Ethiopian Great Rift Valley in a specific town called Wolelchiti town, Ethiopia from 2014 to 2016:
Lesson Learnt:
1) Inclusion of vulnerable communities by ‘Community voice of action while implementing Urban CLTS
2) Communities’ innovation latrine construction by the communities in flood prone areas
Importance of this Achievements for WASH Practitioners
Urban ODF is challenging especially in developing countries like Ethiopia. Currently world vision in collaboration with its partners (UNICEF, DFID) implement this pilot urban WASH pilot project. World Vision did this project by integrating Community voice of action in to the CLTS tool and finally 8 ketenas (the smallest administration unit) were declared for their ODF status. The OD practice was become history in this town. And the project was successful and I believe that the WASH practitioners will get commendable lesson from the success of this project. Especially from the importance of doing CLTS through community voice of action and through the 1-5 development armed force and alignment of CLTS with the sanitation by law enforcement.
