Yes, it is a pretty shocking piece.

Worth repeating that the Red Cross they're talking about is the American Red Cross throughout, though. The National Red Cross and Red Crescent Societies often work together but also operate independently. The International Federation of Red Cross and Red Crescent Societies is active in disaster sanitation (although I'm not clear how they operate on the ground, maybe someone can tell me). Sanitation in disasters is often organised under a WASH cluster - see here: washcluster.net/
