Role and Responsibilities
The WASH (Water, Sanitation & Hygiene) Project Manager plans, develops, monitors and evaluates the assigned WASH project(s). This involves assessing WASH needs, designing projects, writing proposals and initiating and effectively managing and reporting on the projects in line with the objectives, time frame and budget. Providing technical support, leadership and strategic direction, other important aspects of the role include meeting quality standards in WASH delivery, encouraging beneficiary participation, liaising with other stakeholders and managing and training WASH staff.

Project Overview
New country programme start up. Initial programming in Guera region will include interventions in health, nutrition and WASH sectors to reduce vulnerability to malnutrition and disease outbreaks. Future programming may include response to public health emergencies (including nutrition) in other regions. WASH activities will have a particular focus on CLTS, Hygiene Promotion and PoU water treatment alongside a programme of water point improvement.

Key Activity Areas
WASH Project Management
  • Manage the assigned WASH project(s) in order to meet the project objectives within budget and within the allotted time frame.
  • Provide strong leadership of assigned WASH project(s), working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local authorities (where applicable) and local WASH staff.
  • Develop and implement an appropriate and effective WASH strategy, linked to country strategy, in consultation with relevant staff.
  • Ensure accurate and timely reporting of activities according to Medair, donor and other applicable time frames and formats.
  • Develop new proposals, linked to the country strategy, in conjunction with the relevant field managers.
Staff Management
  • Line-manage the WASH project staff of the assigned project(s), including day-to-day management, development and training, appraisals, etc.
  • Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of project objectives, progress, current work plans and to provide the opportunity for feedback.
Financial Management
  • Coordinate and oversee petty cash requirements of the assigned WASH team, ensuring all required paperwork is completed accurately and in a timely manner.
Communication and Coordination
  • Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned WASH team, Medair in-country and HQ WASH Managers and Advisors and other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs), with the objective of ensuring good cooperation and partnerships.
  • Participate in WASH coordination meetings and other working groups or meetings as required, representing Medair and feeding back to the WASH staff and field managers on relevant issues.
Quality Management
  • Promote and use the Medair e-library and other operating procedures, ensuring that all standardised formats are used and guidelines are followed.
  • Ensure WASH projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards i.e. Sphere and HAP standards.
Qualifications
  • Qualification or significant technical experience in water and sanitation
  • Degree / post-graduate degree in Engineering, Water / Hydrology, Environmental Engineering or Management desirable; Qualification in Community Based Development desirable
Experience / Competencies
  • 2 years relevant post-qualification professional experience, including management experience
  • Overseas work experience in relief projects with an NGO in the water / sanitation sector desirable
  • Programme monitoring and evaluation skills and experience desirable
  • Experience using GIS (Geographical Information Systems) software desirable
  • Working knowledge of French, spoken and written
  • Experience of cross-cultural communication techniques desirable
  • Experience of training / mentoring/ coaching staff and the development of training materials desirable
  • Knowledge of Participatory Disaster methodologies desirable
  • Proven advanced project management skills; Team-player with good inter-personal skills
  • Good report writing and administrative skills, including knowledge of developing and reporting on log-frames
