The Bremen Overseas Research and Development Association (BORDA) supports people in need. For 40 years BORDA promotes and reinforces social structures mainly in urban poor areas overseas (Asia, Africa and Latin America), funded by the city of Bremen and the German Federal Ministry for Economic Development and Cooperation (BMZ) and longstanding partners in Germany and abroad.
BORDA focuses on the access to basic public services in form of decentralized wastewater treatment and waste disposal from participatory planning to implementation and operation.

BORDA in Tanzania is looking for their team in Africa for a:

Africa Regional Office Manager – workplace Tanzania

Tasks:
>Supervision
> Manage and supervise the Administration and Finance Department (A&F Department) of the Tanzania office, under the supervision of the Regional Director

Administration
> Oversee the overall administrative and financial management of the Tanzania and Regional office; > Ensure and control the compliance in the Tanzania/Regional office of all the provisions of guidelines
> Oversee the compliance of Africa region partners with policies, guidelines and standard of procedures from BORDA Africa, BMZ and other donors;
> Develop, implement and monitor standard operational procedures (SOP’s) and policies for the Africa region partners aligned with BMZ and other donor funding regulations;
> Plan logistics for events, meetings and workshops with the assistance of the administration team, including in particular the annual country and regional planning meeting;
> Other office administration activities as needed.

Finance
> Support the annual budget planning in line with the work plan development for BORDA Africa and BORDA Tanzania; > Coordinate and the monitoring of activities and submission of the regional quarterly reports
> Liaise with partners for follow-up of finance management in the partner offices;
> Support project acquisition in the region by giving inputs on budgets and proposals;
> Supervise the maintenance of complete sets of books of accounts according to the principle of accounting;
> Monthly review bank and cash reconciliations for all bank accounts and cash boxes;
> Monthly review the salary structure before the processing of payroll for Tanzania and Region local staff;
> Follow up on activities and monitor advance balances of resources disbursed, verify availability of funds and recommend for changes in budget lines if needed;
> Draft budget and budget revisions for expenses related to the Administration and Finance Department;
> Prepare and support annual audit exercise, prepare audit follow-up plans in consultation with the Regional Director ;

Human resources
> Ensure HR management of the Tanzanian staff (sick leave, annual leave management, timesheet management for the staff, update of staff folders, update of the staff appraisal procedure, etc.);
> Responsible for contract administration for the local staff and local and international consultants, including review of the local/consultancy contracts template;
> Liaise with the consultants for external services, especially regarding legal advice and IT services;
> Backstop, monitor and provide training to administrative staff in the areas of administration.

IT
> Solve local IT issues encountered by staff when possible and liaise with the external IT consultant whenever needed; > Oversee the usage and maintenance of all electronic equipment;

Knowledge and network management
> Finalize the structure of the BORDA Tanzania network
> Ensure the good administration of the network structure
> Carry out any other related responsibility assigned by the Regional Director and support other activities as required by the program management.

Requirements:
> Master’s degree in Office Management or similar
> Minimum 5 years of professional experiences in the region Africa > Basic knowledge in German oral & written
> Fluent in English oral & written
> Excellent command of MS Office
> Knowledge of Human Resources management
> Experience in managing a team in a multi-cultural environment
> Experience in financial management
