Sustainable Organic Integrated Livelihoods (SOIL) is a US based non-profit organization that has been promoting ecological sanitation in Haiti since 2006 (http://www.oursoil.org). We are currently treating over 20,000 gallons per week of human waste at composting sites in Cite Soleil and Limonade and are providing sanitation services in the form of household toilets (EkoLakay), communal toilets, and pay-for-service mobile toilets (EkoMobil). We are a small organization focused on the quality of our work and committed to developing innovative and sustainable sanitation solutions in Haiti. We are also committed to conducting rigorous research on novel sustainable sanitation technologies to be passed on to the Haitian government and private sector.

SOIL is currently seeking an engineering consultant to oversee the construction of two new composting sites in Port-au-Prince. The first site will be an experimental site within the Haitian Sanitation Authority's (DINEPA) waste treatment site. This site will be designed to facilitate SOIL's research into the potential for treating latrine waste and sludge from the waste stabilization ponds by thermophilic co-composting with available agricultural wastes. The second site will be an operational site for SOIL designed to treat the waste of at least 25,000 families and modeled after a similar site that SOIL currently operates in Limonade. Wastes from SOIL's toilets are collected weekly and transported to the operational composting waste treatment facility where they are safely transformed into nutrient-rich compost in a carefully monitored process that exceeds the World Heath Organization's standards for the safe treatment of human waste. This compost is then sold for agricultural application, improving both the fertility and water retention of soil.

We are looking for someone with considerable experience in engineering design and a passion for environmental protection and increasing access to sanitation. This effort contributes to SOIL's long-term vision of increasing access to affordable, dignified sanitation services and creating sustainable livelihood opportunities in Haiti.

We are seeking a candidate with the following qualities:
  • Love for Haiti
  • Respect for co-workers
  • Engineering design experience, including the ability to produce professional drawings (AutoCAD or similar)
  • Experience in preparing and managing budgets
  • Experience in managing construction workers
  • Ideally, experience in the construction sector in Haiti
  • Ideally, experience in WASH, especially sustainable sanitation technologies
  • Fluency in English and French and an aptitude or willingness to learn Haitian Creole (the primary language used within the organization)

As Engineering Consultant you will be responsible for the following:
  1. Conduct research visits to existing SOIL sites (Truitier & Mouchinette) and existing DINEPA sites (Morne à Cabrit) & (Titanyen). (3 days)
  2. Conduct literature review into relevant Haitian (e.g. DINEPA referentielle technique) and International documents on composting of FS from WSPs. (1 day)
  3. If lab. data is available, analyse composition of waste sludges at downstream ends of all 3 waste ponds on both DINEPA sites, and use the available technical parameters (e.g. organic solid fraction) during process design. (1 day)
  4. Develop Contract Documents for the construction of The SOIL Site, comprising: Terms of Contract; Scope of Works; BoQ; Drawings (Site Plan – incorporating possibility of future expansion, Rainwater collection/drainage Plan, Jikaka use/treatment plan, Structural Drawings of all structures, Site facilities, Site access and on-site circulation) (12 days)
  5. Select a competent Haitian contractor to undertake the works, and in coordination with SOIL's administration, negotiate a fair contract price. (2 days)
  6. Supervise construction of the new works. (estimate - 20 days)
  7. Deliver a half-day pre-commissioning training session for SOIL + DINEPA staff. (1 day)
  8. Produce the following deliverables, in French: Management Plan for The SOIL Site, Projected whole life cost analysis (over 20 years), Project Risk Analysis (explicitly analyzing the risks involved with site sharing; explicitly covering the 'planning'; 'construction'; and 'operation' phases), Develop Annexes to the SOIL / DINEPA MoU (Operational MoU for sharing of site services,Operational MoU for composting of DINEPA sludge, and reuse of finished product.) (7 days)
