WASH Advisor

Develop, lead, monitor and evaluate technical aspects of the country programme WASH activities. Provide capacity building for national and international staff, leading on all WASH elements of proposals and reports. Coordinate and network at senior level with national and regional WASH authorities and other NGOs. Championing best practice (international and Medair) in all WASH programmes.



Project Overview

Multi-sector relief and rehabilitation programme including: provision of primary and emergency health care, water and sanitation, and non-food items and emergency shelter to assist in reducing morbidity and mortality in vulnerable populations of South Sudan.



Workplace

Juba, South Sudan, with regular field trips to project sites

Full time, minimum contract of 24 months



Key Activity Areas

WASH Project Management
Responsible for the overall quality and performance of all Medair South Sudan WASH programmes. In close liaison with HQ WASH Advisor on matters of programme quality, objectives, and design and for all programme related WASH technical advice.
Define the country level scope for the WASH programme based on beneficiary needs, Medair experience and best practices as well as donor requirements in collaboration with the HQ WASH Advisor.
Research and recommend appropriate technologies for use in country WASH programmes.
Initiate, lead WASH Technical Working Groups (TWG).
Ensure technical cohesion between the various country WASH programmes.

Programme Coordination
Liaise with stakeholders: beneficiaries, ministries, local government officials, UN agencies (UNICEF, UNOCHA) and NGOs, on overall WASH coordination for South Sudan.
Assist the Project Coordinator and WASH Project Manager in the development of a project performance baseline integrating scope, schedule and cost for each WASH programme.
Monitor the project performance baseline and make necessary recommendations.
Identify and initiate corrective action related to changes to the project scope, project schedule and project costs.

Communications
Be the liaison to the Medair HQ WASH advisor for all WASH related questions and issues; provide feedback to the relevant managers within the South Sudan team.
Develop and maintain a transparent, honest and supportive communication structure with the team members, so as to uphold a spirit of unity and mutual respect.
Represent Medair to donor representatives of all projects, always with notice and close liaison with Project Coordinators, Deputy Country Director Programme and Country Director.

Staff Management
Support in the necessary technical development of WASH staff, by training and encouraging attendance of Medair WASH workshop.
Support WASH Project Managers and Project Coordinators with the selection of appropriate technical knowledge when recruiting WASH staff.

Financial Management
Advise the (Deputy) Country Director on the overall WASH project budgets and spending.
Assist and advise the project managers in planning and construction of WASH project budgets.

Quality Management
Ensure all WASH project implementation is according to Medair policy and compliant with Medair, donor, South Sudanese and international guidelines, policies and standards, including Sphere, Beneficiary Accountability (BA) and Core Humanitarian Standards.
Ensure sectorial integration, learning, sharing and adoption of best practices as outlined in Sphere guidelines, and Medair South Sudan guidelines to ensure quality of projects in liaison with Monitoring and Evaluation Officer, Health and Nutrition Advisor, and under advice of HQ WASH Advisor.

Security
Provide advice and support on security related issues while on field trips if required.



Qualifications
BSc in Water / Environmental Engineering or Management or Civil Engineering or Hydrology / Geology



Languages
Strong working knowledge of English (spoken and written)



Experience / Competencies
2 years of experience in WASH in a developing country
Extensive experience in managing and implementing WASH programmes in developing countries desirable
Planning, assessment and analytical skills; at ease in report writing
Coaching / teaching skills; clear verbal and written communication skills
Organized and works with attention to detail; able to establish priorities and plan ahead to meet objectives and deadlines
Capacity to work under pressure and manage personal stress levels
Committed to team-building and able to develop and support other team members

Experienced professionals in a relevant field; Overseas intercultural experience
Committed Christians; commitment to the Medair values
Strong working knowledge of English, spoken and written
Working knowledge of French, spoken and written, for French-speaking field programmes
Single or married (with no children under 18). If married, your spouse must also apply.
Successful completion of Medair Relief & Recovery Orientation Course (ROC)

Able to live and work in a multicultural team under difficult conditions
Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty, and physically fit
