SNV is looking for a Consultant WASH Programme Leader
Based in Vientiane, Laos
International Consultancy Contract, 1 year initial term

SNV Laos works together with local partners to provide technical expertise in three sectors: WASH, Renewable Energy and Agriculture, thereby contributing to finding local solutions to global challenges and sowing the seeds of lasting change. The WASH program in Laos contributes to extending access to Water and Sanitation and improving Hygiene with a focus in two sub-areas:
•Functionality of Rural Water Supply Services (FRWSS)
•Sustainable Sanitation and Hygiene for All (SSH4A) in rural areas
The Sustainable Sanitation and Hygiene for All programme started in 2008 in three districts in Savannakhet Province. In the coming year (2015) the programme will further develop its approach for long-term sustainability by exploring post-ODF services, treatment and re-use options of human waste in the rural context. A similar programme is conducted in Cambodia.
Objective of the Assignment
SNV Laos is seeking a qualified candidate for a Consultant Programme Leader position to further develop and lead the SSH4A+ programme. In collaboration with the Sector Leader, the Consultant Programme Leader will contribute to the overall quality of programme implementation of the Laos WASH programs. The Consultant Programme Leader will have particular responsibility for developing and implementing the new phase of the SSH4A+ programme.
Scope of Work
The Consultant will be required to undertake the following:
•Advisory Services: Deliver advisory services to ensure successful planning, implementation and monitoring of WASH program activities;
•Support the development of the new phase of the rural SSH4A programme through the development and implementation of tools/methodologies (for market research, technical and health and safety aspects, business model development, capacity development of local partners);
•Ensure proper integration of knowledge and best practices around re-use in rural context from other countries (health, legal aspects, technical, social);
•Contribute knowledge and ideas to develop inclusive approaches and solutions, addressing the needs of different groups;
•Ensure alignment with the existing rural SSH4A approach and the broader SSH4A framework in SNV;
•Project Management: Deliver effective development results, planning and monitoring, financial management, and donor reporting;
•People Management: Lead and coach a team of SNV advisors, local capacity builders and consultants;
•Monitoring and Evaluation: Ensure uniform understanding and practice in planning, reporting, monitoring, and evaluation of WASH programmes in line with SNV’s internal frameworks;
Deliverables
The Consultant Programme Leader will ensure that the following deliverables are produced:
•Technical design of a low-cost faecal sludge treatment plant (for pit latrine) that can be implemented in the rural contexts in Laos;
•Establish partnerships with local pit emptying service providers and provide technical support for treatment plant construction;
•Explore and assess products (organic manure, charcoal, etc.) that can be produced from sludge and are economical and profitable for businesses;
•Meet other targets set in the SSH4A+ (additional number of people have access to improved latrine, additional number of people practice handwashing with soap and water in critical times).
•Develop a new project proposal for a possible next phase.
Timelines
The Assignment is for 12 months duration (up to 220 days), with a further one year extension negotiable. The consultancy is to commence 1 January 2015.
Assignment Location
The Consultant Programme Leader must be based in Vientiane, with frequent travel to SNV project locations elsewhere in the country. S/he will work with a team of national advisors, several local service providers, and national and international consultants.
Consultant Profile
•Academic qualification in WASH or related field;
•A trained engineer with experience in wastewater treatment technologies and familiarity with faecal sludge treatment technologies;
•Demonstrated understanding of the technical as well as health and safety aspects of re-use of human waste (experience in this area is strongly preferred);
•Minimum 2 years of relevant experience in WASH service delivery in a management role, preferably in SE Asia;
•Up to date knowledge and experience in rural sanitation and hygiene, including CLTS, sanitation marketing and BCC or comparable approaches;
•Demonstrated understanding of the institutional, legal and business development aspects of re-use of human waste;
•International work experience and the ability to effectively coach and lead a team of advisors;
•Proven track record in project management, specifically in project planning, monitoring, evaluation, reporting and financial management for multiple concurrent projects;
•The successful candidate will be a self-motivated achiever with excellent intercultural leadership, teamwork, coaching, communication, networking and organisational skills.
