There are three main ways to meet the criteria for having a safely managed sanitation service. People should use improved sanitation facilities which are not shared with other households, and the excreta produced should either be:

1. treated and disposed in situ,
2. stored temporarily and then emptied and transported to treatment off-site, or
3. transported through a sewer with wastewater and then treated off-site.
4. Public toilet maintained by experienced and capable NgO/self help group etc

Do you mean mainly for washing or also for toilets? I guess for toilets it wouldn't be overly practical as you couldn't scatter those hammams all over the place, but toilets need to be close to where people live.

How would you structure the entrance fees?

With regards to wastewater treatment, I guess you would end up with a lot of greywater. What is your plan to treat that, or would they have a sewer connection to a centralised sewer system?
