Looking for partnership and technical advisors (in the DR Congo)

Our organisation is called Pleasant Service Company is a non-profit organization founded by dedicated professionals to enhance the capacity of the institution and community in rural areas to promote an integrated sanitation and waste management service.

The current population in pilot areas(Agago district) projected from the 2002 census is 299,700 people. Over 90% of the population is engaged in subsistence farming with millet, sorghum, maize, cassava and sweet potatoes being the main staple foods; while cotton, rice and sunflower are the main cash crops. The communities also engaged in animal husbandry and rear a variety of livestock including cattle, sheep, pigs and goats.

According to Assessment of physical and bacteriological quality of water from water sources and household in Agago District conducted in 2012 ,the Bore holes were the commonest sources of water for drinking and domestic use(Myango,2012)
In addition, All (100%) of the water storage containers were dirty and 97.6% of the households had no separate cup for drawing water from the storage container.
Overall 3.5% (3/85) of the water sources had faecal coliforms and few, 8.3% of the households had drinking water with faecal coliforms CFU/50 ml(Myango,2012)

Agago district has a total of 123 primary schools, among them 111 primary government primary school plus 12 private primary school with 65,151 pupils’ enrolled in the District in 2010/2011among them 34,237 are male and 30,914 female. 70% he primary schools use traditional pit latrines; the pupil latrine stance ratio still low with 78:1 and only 24.2 % of the primary schools use hand washing facilities with water and soap .In addition 60% of pupils use open shoes,30% bear footed and 95% lack anal cleansing materials (Myango,2012).

Despite efforts of international NGO and local government to improve WASH and waste management the sustainability of the sanitation remain poor in Agago ditrict.

General objective of Pleasant service company is to Enhance capacity of pupils, teacher and community to maintain and use clean and safe available sanitation facilities in pilot project areas.

The specific objectives:

1.Train and educate pupils, teachers and community on sanitation and waste management
2.Provision and installation of easy and suitable materials for sanitation and waste management(using market based approach)
3.Participate in monitoring the maintenance of sanitation facilities in primary school and community
4.Participate in segregation, collection and disposal of liquid and solid waste in primary school and community.

Can you advise a little more detail on your comment

What exactly were those efforts, who was involved, how did they go about their involvement with the community and why do you think they failed?

I would like to understand where things go wrong, so I don't need to replicate basic mistakes:)
