Background

It’s hard to believe that today 748 million people still don’t have clean, safe water and 2.5 billion live without a toilet. The resulting diseases kill 2,000 every day.
End Water Poverty (EWP), a global coalition of over 270 organisations, is looking for a consultant to undertake the role of Sanitation and Water for All (SWA) Civil Society Advisor. The EWP global secretariat is hosted by the international NGO WaterAid.

The Consultancy Agreement

This is a procurement of services for a 15 month period from October 2014 and ending in December 2015. The services are required for a maximum of 60 days work in 2014 and 171 days work in 2015 and requires regular travel to support civil society organisations across Asia, Africa and possibly Latin America. You will need to be able to demonstrate that you have self-employment status, as no part of the consultancy arrangement will constitute employment.

Key responsibilities

The objective of this contract is to provide technical and coordinating support for EWP’s role in strengthening Civil Society Organisations (CSOs) engagement in the Sanitation and Water for All Partnership. Key responsibilities are:

1.To support CSOs to engage in and conduct effective strategic, coordinated SWA advocacy and monitoring at global, regional and national levels, reinforcing the Partnership’s accountability and securing leaders’ political will.
2.Support CSOs so that they have an increased understanding of SWA with improved capacity and tools to participate and contribute, strengthening national processes and the sustainability of actions
3.To improve dialogue among CSOs and with other SWA partners through developing more effective communication platforms wand the sharing of higher quality information

Terms of Reference – Sanitation & Water for All (SWA) Civil Society Advisor – Consultancy

1. Background to the Project

The Sanitation and Water for All Partnership (SWA) is the leading global partnership working on water and sanitation. It consists of over 90 development partners, donors, Civil Society Organisations (CSOs) and other development partners working to catalyse political leadership and action and improve accountability. All partners work towards a common vision of universal access to safe water and adequate sanitation.

SWA aims to create a virtuous cycle of robust planning, institutional strengthening, better resource utilisation and higher investment that has the potential to make a real difference to the lives of billions of people.

Since 2011 End Water Poverty (EWP) has been supporting CSOs to effectively engage in the SWA at all levels – globally, regional and nationally.

EWP was founded in 2007 and is a global coalition of over 270 members campaigning to end the water and sanitation crisis. The global Secretariat is hosted by WaterAid.

2. Brief Description of the services to be provided

To provide technical and coordinating support for EWP’s role in strengthening Civil Society engagement in the Sanitation and Water for All partnership

3. Key Objectives

1.To support Civil Society Organisations to engage in and conduct effective, strategic and coordinated SWA advocacy and monitoring at global, regional and national levels, reinforcing the Partnership’s accountability and securing leaders’ political will
2.Support Civil Society Organisations so that they have an increased understanding of SWA with improved capacity and tools to participate and contribute, strengthening national processes and the sustainability of actions
3.To improve dialogue among Civil Society Organisations and with other SWA partners through developing more effective communication platforms and the sharing of higher quality information.
4.To effectively manage and report against the budget allocated for this project

4. Working time requirements

Between October 2014 – December 2014 a maximum of 60 full time days (or equivalent)

Between January 2015 – December 2015 a maximum of 171 full time days (or equivalent)

5. Milestones, including deadlines and review dates

All milestones to be completed by December 2014 – objectives and milestone will then be revised and amended for 2015

Objective 1
•Provide guidance to CSOs to actively engage in the national processes to follow up on commitments made at the 2014 High Level Meeting
•Support CSOs with ongoing monitoring of commitments and their greater inclusion in multi stakeholder dialogues assessing these
•Coordinate CSOs involvement and participation in key SWA related events (HLM, partnership meetings, WASH international events)
•Support CSOs in developing specific action plans to interact with, lobby and engage Ministry of Finance officials in WASH sector dialogues
•To work with national CSO networks to enable coordination at a national level

Objective 2
•Carry out specific and tailored SWA country support visits in response to clearly identified capacity gaps (training workshops, meeting facilitation...)
•Assess and consolidate the CSO SWA Focal point system, including reaching out to new partners and countries without CSO contacts
•Support CSOs in developing materials and tools for their participation in SWA activities (HLM briefings, presentations, lobby letters, etc)

Objective 3
•Documentation of CSOs activities, contributions and impact in the SWA Partnership (case studies, blogs, tweets, photos, etc)
•Coordinate high quality inputs and updates on the CSO Constituency for the SWA website
•Support the production of SWA related communication materials (guidelines, reports, toolkits, key messages briefs etc)
•Provide and coordinate timely SWA updates tailored to the CSO constituency (SWA CSO Google Group, Skype calls, CSO meetings)
•Support SWA Steering Committee CSO reps in consulting with their focal points and agreeing on key positions and messages for the SWA Steering Committee

Work will be reviewed with the EWP international campaign coordinator on a monthly basis

6. Reporting/monitoring requirements

The consultant will be expected to prepare an end of year report evaluation work and impact to date at the end of each calendar year. This report will be submitted to EWP and UNICEF (who are the funders of this role)

7. Stage Payments

The fee will be payable upon submission of invoices on a fortnightly basis.
