Role and Responsibilities
To develop, lead, monitor and evaluate the WASH programme portion of the country programme. To provide capacity building for national and international staff; leading on all WASH elements of proposals and reports. Coordinating and networking at senior level with national and regional WASH authorities and other NGOs. Championing best practice (international and Medair) in all WASH programmes.

Project Overview
Multi-sectoral relief and recovery programme including: provision of primary and emergency health care, water, sanitation and hygiene, non-food items, and emergency shelter to assist in reducing morbidity and mortality in vulnerable populations of South Sudan.

Key Activity Areas
Technical / Management
• Responsible for the overall quality of all Medair South Sudan WASH programmes. In close liaison with HQ WASH Advisor on matters of programme quality, objectives, and design and for all programme related WASH technical advice.
Logistics
• Ensure quality procurement of all WASH supplies for South Sudan, with a focus on standardisation of procurement where possible and select preferred suppliers in accordance to the WASH sector standards and Republic of South Sudan (RoSS) regulations.
Staff Management
• Support in the necessary technical development of WASH staff, by organising at least one time / year training (WASH workshop).
• Support Project Managers and Project Coordinators with the selection of appropriate technical knowledge when recruiting WASH staff.
Financial Management
• Advise the Country Director on the overall WASH project budgets and spending.
• Coordinate appropriate quotations for WASH supplies PRs.
• Provide advice on beneficiary staff salaries (within agreed salary/incentive scales) and ensure timely updates.
• Assist/advise the project managers in planning, construction and follow-up of WASH project budgets, in collaboration with the Deputy Country Director Programmes (DCD) and Country Director (CD), WASH Project Managers and Finance Manager.
Communications
• Responsible for quality input to all WASH external reports. Support the Project Managers with providing feedback on all WASH reports before external release.
• Responsible for providing accurate and timely feedback regarding all WASH technical and programme issues to Project Managers, DCD and CD and HQ WASH Advisor.
• Be the liaison to the Medair HQ WASH Advisor for all WASH related questions and issues; provide feedback to the relevant managers within the South Sudan team.
• Develop and maintain a transparent, honest and supportive communication structure with the team members, so as to uphold a spirit of unity and mutual respect.
Programme Coordination
• Liaise with stakeholders: beneficiaries, ministries, local government officials, UN agencies (UNICEF, UNOCHA) and NGOs, on overall WASH coordination for South Sudan.
• Provide feedback on all technical questions which may negatively affect Medair South Sudan programmes, if necessary request for feedback of the HQ WASH Advisor.
Security Management
• Provide advice and support on security related issues while on field trips if required.
• Attend security meetings when required.
Quality Management
• Responsible for ensuring all WASH project implementation is according to Medair policy and compliant with Medair, donor, South Sudanese and international guidelines, policies and standards, including Sphere, Beneficiary Accountability (BA) and HAP-I guidelines.
• Responsible for all WASH programme aspects focussing on quality, technical standards and guidelines.
• Ensure sectoral integration, learning, sharing and adoption of best practices as outlined in Sphere guidelines, and Medair South Sudan guidelines to ensure quality of projects.
• Responsible for ensuring quality when checking objectives of assessments and interventions of the ERT team and the quality of the implementation.
External Representation and Public Relations
• Speaking on behalf of Medair when required, ensuring that good relationships are maintained and that Medair’s mandate and values are understood.
Qualifications
• Degree in civil engineering or in a related field
Languages
• Strong working knowledge of English (spoken and written)
Experience / Competencies
• 2 years of experience in WASH in a developing country
• Experience in training / mentoring staff
• Experience at cross-cultural communication techniques
• Able to take the initiative in project decisions
• Diplomatic and sensitive to cross cultural issues
• Planning, assessment and analytical skills
• At ease in report writing; Able to express views clearly
