Bilingual French/English consultancy: Business Plan Development for the PanAfrican Association of Sanitation Actors (PASA)

PASA is looking for a bilingual consultant (French/ English) to assess member needs and develop an association business plan. 

Background: 
The Pan AfricanAssociation of Sanitation Actors (PASA) was established in 2018. The
association brings together sanitation professionals from all along the
non-sewered sanitation service chain, from countries across Africa. PASA’s
membership consists of registered national associations of private sanitation
businesses.  PASA is looking tostrengthen internal processes and procedures, and to develop a strategic
business plan that will set a course for their continued growth and success
over the next 5 years. Purpose of thisConsultancy: As the associationgrows and continues to formalize, PASA requires external support to:  
  1. Evaluate its niche within the current non-sewered sanitation landscape in Africa;
  2. Understand current and prospective member needs, expectations, and vision for the
    association, and; 
  3. Develop a concrete plan for how the association needs to be structured as well as
    what key activities they must undertake in order to advance the
    organizational vision and mission. 
 Through thisconsultancy, the consultant will help the association’s leadership understand
the current sector landscape by conducting a structured assessment of the
member needs, the association’s progress towards key goals, as well as the
direction and priorities within the non-sewered sanitation sector (with a
vision of identifying additional opportunities for the association).  Based on findingsfrom these assessments and consultation with key association stakeholders, the
consultant will develop a detailed business plan and accompanying
organizational governance documents. These documents include the association’s
constitution and the defined roles and responsibilities of leadership.   Major Tasks,Deliverables, and Timeframe: The consultantwill:  
  1. Conduct an analysis of progress, needs, and priorities in member countries. This
    should outline the association’s internal strengths and weaknesses,
    analyze its current membership and progress of individual country members,
    and highlight opportunities and threats for the association within the
    sector. This analysis will form the basis of concise analysis and
    recommendations for the association’s strategy going forward. 
  2. Review and finalize the association’s internal governance documents, including
    the organizational structure, roles and responsibilities of executive
    leaderships and secretariat members, and the Terms of Reference
    (organizational constitution) for the secretariat. 
  3. Review the association’s vision and mission, and develop a business plan for the
    association, highlighting the high-level steps required to realize the
    association’s mission and vision. The business plan should include
    amembership recruitment and retention strategy, a 5 year organizational
    priorities, and a 5 year financial plan including resource mobilization
    plan. 
 ConsultancyRequirements:  To qualify for thisconsultancy, the proposed consultant or team should be composed of
multidisciplinary consultants who have the following skills, abilities,
qualifications, and experience:  Minimum AcademicQualifications required: 
  • Higher education degree
 Knowledge/Experience/ Expertise/ Skills required:
  • Demonstrated experience working member association(s), preferably international
    associations
  • Experience developing business plans for small and medium sized international
    associations, with demonstrated experience working with African based
    organizations 
  • Experience developing board terms of reference and organizational governance
    documents 
  • Excellent writing and communication skills
  • Strong facilitation skills (engage PASA secretariat and broader membership at key
    touchpoints throughout the consultancy process) 
  • Bilingual: Highly proficient in both French and English (verbal and written)
