Role and Responsibilities
Represent Medair in the role of Co-Cluster Lead in South Sudan. You will work alongside the Lead Agency and Cluster Coordinator, in the WASH Cluster to ensure a coherent and effective response by mobilizing groups of agencies, organizations and NGOs to respond in a strategic manner to a humanitarian crisis.

Project Overview
Multi-sectoral relief and rehabilitation programme including: provision of primary and emergency health care, water and sanitation, and non-food items and emergency shelter to assist in reducing morbidity and mortality in vulnerable populations of South Sudan.

Key Activity Areas
  • Must be committed to work on behalf of all cluster members equally.
  • Commit an adequate amount of time (as determined by the Cluster) to Cluster Coordination on a weekly basis.
  • Be technically competent in the WASH Cluster and/or Sector.
  • Demonstrate personal and professional integrity in all interactions.
  • Maintain good relationships with all relevant stakeholder counterparts.
  • Be able to work with diverse stakeholders to develop consensus.
  • Understand and have experience in setting, chairing and preparing minutes of meetings.
  • Know how to present ideas effectively and clearly while listening and acknowledging others’ perspectives and views.
  • Demonstrate an understanding of the international humanitarian response and coordination mechanisms, and humanitarian reform.
  • Have an understanding of CAP, CERF, CHF and Flash Appeals processes.
  • Have an understanding of humanitarian principles and how to apply these.
  • Able to develop a cluster strategy and to clarify complex strategies for operational implementation.
  • Understand the links between emergency response, recovery, and the transition to development.
Qualifications
  • University degree in Civil Engineering, Water / Hydrology, Environmental Engineering or Management or other relevant subject, and / or significant senior level experience
  • Qualification in Community Based Development desirable
Experience / Competencies
  • 1 – 3 years overseas work experience, preferably in the developing world
  • Knowledge and experience of WASH principles and the design, monitoring, implementation and evaluation of WASH projects
  • Overseas experience in relief projects with an NGO, preferably in the water / sanitation sector desirable
  • Programme development and monitoring and evaluation skills and experience desirable
  • Experience of Participatory Disaster management and Community Based Development desirable
  • Actively looking for ways to improve the quality of Medair’s work desirable
  • Good knowledge of UN and other humanitarian actors desirable
  • Knowledge of current humanitarian debates and issues desirable
  • Experience of professional representation at national and local levels desirable
  • Excellent proposal and report writing skills (including ability to develop and report on log-frames and a knowledge of indicators and impact)
  • Knowledge of Humanitarian Essentials, Sphere and HAP Standards, protection issues and other international humanitarian guidelines and protocols
  • Excellent negotiation / advocacy skills within varying cultural and professional contexts, in particular regarding donors and government officials
  • Excellent time management and an ability to meet goals
  • Advanced leadership and project management skills
  • Excellent communication skills; Team-player with good inter-personal skills
  • Self-motivated, energetic, hard-working, servant-hearted
  • Creative, open-minded, flexible, self-learner
