PSI is building a roster of Chiefs of Party (COPs) in the area of Water, Sanitation, and Hygiene. Selected applicants will be contacted and included into a pool of highly-qualified experts for short and long-term assignments with PSI and its affiliates.
The COP would oversee and manage work in developing countries to strengthen the capacity of municipal governments and WASH service providers to expand equitable access to sustainable, high quality water and sanitation services by capacity development in financial and organizational planning, developing financing strategies, increasing transparency, and professionalizing services.
The COP should have significant leadership, management and international development experience, especially on large USAID projects; experience strengthening the capacity of government entities and utilities to deliver services and engage the private sector, particularly at the municipal level; strong understanding of market system development approaches; and a demonstrated track record of delivering programmatic results.
Responsibilities and qualifications for the COP role are outlined in the description below:
Your contribution
You will be responsible for overall vision, management, technical direction, and administration to ensure programmatic success. This includes:
Serve as main point of contact/representative of the project to the donor.
Oversee the implementation and continuous improvement of activities
Set a bold strategy and vision for the program and milestones for reaching it
Demonstrate and cultivate a consumer centered programming philosophy
Provide expertise in the design and diffusion of innovative service delivery for WASH products and services, including providing effective guidance and support to technical members of the in-country management teams and staff assigned to the project.
Lead implementation of a robust learning and knowledge sharing plan.
Ensure the quality and timeliness of project deliverables.
Detailing and managing an iterative capacity development process that focuses on systems networks, and innovation
Ensure the effective use and coordination of donor resources and the compliance of the financial systems and controls with donor standards.
Lead internal and external program planning and reporting including annual work planning with sub-award partners.
Develop and manage a team that includes members of diverse backgrounds and partner organizations.
Ensure sound financial management including programmatic budgeting, spending projections and monitoring of payments.
Ensure high-quality periodic reporting in line with donor and PSI requirements (Quarterly and Annual Status reports, quarterly financial reports etc.)
What are we looking for?
Hold a master’s degree or higher in a relevant field and have technical skills which complement those of the activity’s key technical specialists
Have a minimum of 15 years of experience in international development, and at least 10 years of successful experience as Project Director of large, complex donor-funded technical assistance programs.
Previous Chief of Party or Deputy Chief of Party Experience; or similar experience
Strong record of engagement with municipal governments
Experience in designing or supporting the successful creation of service level agreements and other public-private partnership agreements and contracts
Experience and technical knowledge in market systems development approaches; WASH sector experience preferred
Demonstrated ability to work collaboratively in a cross-cultural environment with other implementers and teams carrying out USAID- and other donor-funded programs, including activities in different sectors
Adept in strategic planning, budgeting, adaptive management, and supervision
Fluency in spoken and written French and English is mandatory.
References will be required.
