Recent USAID post-project evaluations, and other studies, have shown that investments in rural water infrastructure have not resulted in sustained improvements to water services over time. The USAID Sustainable WASH Systems Learning Partnership (SWS) has been examining how a preventive maintenance approach can make these investments more sustainable.

SWS is holding a webinar on August 23 to present recent learning about preventive maintenance, and how it can help local governments, communities, and the local private sector to shift the paradigm from paying pump mechanics to fix broken pumps to paying them to keep water services running.

By testing and scaling up preventive maintenance models to help sustain rural water service delivery in Uganda and Kenya, SWS is better understanding how preventive maintenance approaches can work and be institutionalized for local contexts. Duncan McNicholl | Whave
Duncan McNicholl is currently the General Manager of Whave Solutions Ltd., a Ugandan non-profit social enterprise that provides preventive maintenance services for community water sources that serve over 140,000 people. He holds a PhD in Engineering from Cambridge University, where he studied how stakeholder networks influence institutional development for managing rural water supply.

Rob Hope | Oxford University
Rob Hope is an Associate Professor at the School of Geography and the Environment and Director of the Water Programme at the Smith School of Enterprise and the Environment. He is a development economist with expertise in water economics and development policy.

Ella Lazarte | USAID
Ella Lazarte is a Sr. Water and Sanitation Advisor in USAID’s Office of Water within the Bureau for Economic Growth, Education and Environment, where her responsibilities include managing global programs and supporting missions on WASH-related strategic planning, project design, implementation, and monitoring. She currently manages the Water, Sanitation and Hygiene Financing (WASH-FIN) project and the Women + Water Alliance with Gap Inc.
