UPDATE - NOVEMBER 2014
The BMGF-DST Partnership in the Demonstration of Sanitation Solutions in Rural and Peri-Urban South Africa, has yielded the South African Sanitation Technology Demonstration Programme (SASTEP).
Five preliminary technologies from the Bill & Melinda Gates Foundation Reinvent the Toilet Challenge have been included in planning for SASTEP.
A workshop was organised for the participants of the SASTEP programme,, over 26th - 30th October 2014, viz. the Department of Science & Technology, the Bill & Melinda Gates Foundation, the Water Research Commission, and technology partners. This SASTEP workshop included site visits to potential demonstration sites in the Easter Cape, as well as presentations on the sate of sanitation service delivery in South Africa, and sanitation service delivery initiatives.
The workshop continued in Pretoria, where partners met to negotiate commitments to the programme, and to deal with partner queries.
The SASTEP Management Committee convened their first meeting during the workshop, to discuss the strategy of the SASTEP programme and address high level decisions.
A seminar was also included in the SASTEP workshop, to publically announce the launch of the SASTEP programme to stakeholders, and to enable interaction between the Bill & Melinda Gates Foundation, technology partners and local stakeholders.
SASTEP Workshop Day 1 – Cofimvaba Site Visits
Workshop attendees were transported to Cofimvaba municipal offices, where attendees met with councillors and municipal officials from Cofimvaba and the Chris Hani Municipality.
These meetings served to formally inform the local administration of SASTEP activities within the Chris Hani Municipality, and procedurally seek approval from councillors.
The workshop then proceeded to visit Arthur Mfebe Secondary School, Gando Junior Secondary School, and Ntshingeni Junior Secondary School. The conditions of the schools provided an indication of challenges faced by rural schools with regards to sanitation, and what sanitation services and initiatives had been achieved with the support of local municipality. These included new low flush toilet in trial phase, as well as toilet blocks assembled from pre-fabricated materials, another experimental initiative.
SASTEP Workshop Day 2 – Amanzi ‘Bantu Presentations and Tours
Workshop attendees were transported to Amanzi ’Bantu offices, outside East London, where attendees received presentations from:
- Oliver Ive of Impilo Yabantu, on Social Franchising for Water and Sanitation Delivery
- Amathole District Municipality, on Amathole District Municipality On-site Sanitation
- Buffalo City Metropolitan Municipality, on Status of Water and Sanitation within Buffalo City Metropolitan Municipality
These presentations highlighted pioneering social franchising experimental programmes which enable communities to resolve a lack of sanitation services within communities of the Eastern Cape. This also demonstrated the capacity for communities to support SASTEP servicing requirements.
The workshop was then transported to see two social franchised sanitation service operations, in operation, in Newlands, Eastern Cape.
SASTEP Workshop Day 3 – Workshop Meetings
On the third day of the workshop, all workshop attendees were involved in an information sharing meeting, where the Department of Science & Technology, the Bill & Melinda Gates Foundation, the Water Research Commission, and technology partners were able to discuss agreements, concerns and clarification of details for SASTEP, as well as provide feedback of the Easter Cape workshop activities. This session allowed technology partners and the implementation partners to share information that would allow SASTEP to move forwards towards implementation.
The SASTEP Management Committee had their inaugural meeting, to discuss the strategy of how SASTEP would be implemented, as well as resolve any high-level queries.
All delegates also visited the Sanitation Technology Demonstration Centre at the Council for Scientific and Industrial Research. This provided an informative guide to innovative sanitation solutions that are present in the southern Africa region.
SASTEP Workshop Day 4 – SASTEP Seminar
On the final day of the workshop, workshop attendees were present at the SASTEP national seminar, for the public launch of the SASTEP programme.
Also, present at the seminar were government representatives, municipal officials and councillors, private sector representatives, media and other stakeholders.
The Department of Science & Technology, the Department of Water & Sanitation, the Bill & Melinda Gates Foundation and the Water Research Commission provided presentations on key areas of sanitation in South Africa, pertaining to the necessity for innovative sanitation solutions. Team leaders from each technology developer then provided presentations on each of their own technologies.
This was followed by a panel discussion, where the public was able to question team leaders on their technologies and provide input on the intentions of the SASTEP programme.

Following this workshop, SASTEP partners are in negotiations to finalise finer details for the first SASTEP demonstration, which will commence in Q2 2015.

The Department of Science and Technology (DST) South Africa and the Bill & Melinda Gates Foundation (BMGF) recently announced a Memorandum of Understanding (MoU) – “Partnership in the Demonstration of Sanitation Solutions in Rural and Peri-Urban South Africa” at The Reinvent the Toilet Challenge Fair in Delhi, India. The MoU outlines the cooperation between the two organisations towards achieving sanitation delivery through the implementation / application of innovative sanitation solutions.
The DST has committed ZAR 30 million (US$ 3.0 million) over two years to fund the implementation and field-testing of innovative sanitation technologies and approaches in South Africa. The technologies to be demonstrated were developed through the BMGF’s Water, Sanitation and Hygiene (WSH) programme, in particular, those from the BMGF’s Reinvent the Toilet Challenge *. The BMFG WSH programme is contributing US$ 1 million to support the testing of technologies selected. The lessons learnt through the demonstration of these solutions will be shared with the global community.
The South African Water Research Commission (WRC) will serve as the implementing agent for the technologies to be demonstrated. Enquiries of interest are welcomed to potential BMGF grantees who feel that their technologies are ready for demonstration.
