OSS, FSM and RWSS Framework for Provision and Regulation in Zambia (available for download)

Dear all,

within this post I would like to share to all of you two publications from the National Water and Sanitation Council of Zambia (NWASCO) about Framework for Provision and Regulation in Zambia on (1) Urban Onsite Sanitation and Faecal Sludge Management and (2) Rural Water Supply and Sanitation. The publication was co-financed and supported by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). Both publications are now available in the SuSanA library for download.

(1) Urban Onsite Sanitation and Faecal Sludge ( link to download )
Objectives:
  • to assist in the creation of a regulatory framework for onsite sanitation and faecal sludge management that supports the proper functioning of an integrated management system covering the whole sanitation chain
  • to ensure that faecal matter generated in onsite facilities is effectively contained, collected, transported, treated and disposed of in a safe manner to protect public health and the environment

The regulatory framework includes:
  • recommended organisational arrangements for provision and regulation of urban water supply and sanitation
  • recommended arrangements for onsite sanitation service provision regulation
  • key actors and their roles and responsibilities in urban onsite sanitation
  • implementation of the strategy and plan which consists of 4 stages: (Institutional / legal framework, Development of regulatory tools, Amend licences and associated service level agreements and guaranties and Undertake a detailed baseline survey)

(2) Rural Water Supply and Sanitation ( link to download )
Objectives:
  • to assist in the creation of a regulatory framework for rural water supply and sanitation service provision that supports sustainability of services in rural areas
  • to ensure that an adequate and affordable water supply of good quality, as well as safe sanitation, is accessible to the population of Zambia

The regulatory framework includes:
  • key actors in rural water supply and sanitation and their roles and responsibilities
  • implementation of the strategy and plan which consists of 4 stages: (Institutional / legal framework, Establishing a database of rural WSS for regulation, Development of regulatory tools, Licensing and associated service level agreements and guaranties)
  • monitoring of rural water supply and sanitation
