PSI seeks qualified, dynamic candidates for the consultancy of WASH Technical Advisor for a USAID funded health program in South Sudan. Under this project, the Technical Advisor will be responsible for planning, supervising, and implementing the WASH strategy.

The current portfolio is comprised of various interventions addressing diarrheal disease prevention, such as behavior change communications program on point-of-use (POU) water treatment products, including social marketing of Waterguard chlorine tables and PUR chlorine-based powder, proper hand washing practices and sanitation marketing. The WASH Technical Advisor will work closely with USAID-funded primary contractors: JHPIEGO, Proctor and Gamble (P&G), UNICEF, Ministry of Health, Ministry of Water Resources & Irrigation (MWRI), WHO, and a wide array of local and international NGOs.

SCOPE OF WORK

The Advisor’s responsibilities include representing PSI in a complex political context, fund-raising, and strategic planning and overall management of the programs.

This consultancy is based in Juba, South Sudan, with 40-50% field travel. As this is a multi-partner project, this consultancy will be seconded to the lead partner and reporting to the project’s Technical Director. The consultant will also work in close liaison with the PSI Deputy Country Representative and collaborate closely with other PSI departments that include WASH, M&E, sales and marketing.


RESPONSIBILITIES:

Technical Support

*Provide technical support for staff working on Water Sanitation and Hygiene (WASH) projects
*Provide technical oversight and strategic direction for program implementation and development;
*Coordinate supply of inputs with the Warehousing and Logistics Manager and manage a value adding supply chain
*Participate in Technical Working Groups at Government and State Levels as needed;
*Support the Country Representative and Deputy Country Representative in strategic planning and overall institutional development.
*Travel to field sites as needed for assisting and training field staff
*Oversee implementation of all WASH programs, including sales and distribution in Central and Western Equatoria States in South Sudan;


Support WASH DART

*Maintain knowledge of water and sanitation approaches for disaster response and support to Disaster Assistance Response Team (DART) structure with appropriate WASH information as well as the support of WASH officer on DARTs.
*Mobilize appropriate water and sanitation measures in disaster response


Assisting with WASH staff hiring and Training

*Assist PSI in the screening and selection of WASH program staff, through review of application documents, interviewing and selection
*Manage, mentor, train and coach program staff responsible for program implementation;
*Plan, assign, and direct work to be undertaken;
*Advise on performance of employees;
*Develop systems to motivate, reward and discipline employees;
*Develop a system to address complaints and resolve problems.
*Compile, review and prepare financial, technical and other reports as required by donors and PSI/Washington;


Supervisory responsibilities

*Enforce policies and ensure contractual compliance;
*Prepare and supervise the implementation of annual marketing, sales and distribution plans;
*Keep a database of updated information regarding completed work, contacts, and situation context.
*Professionally present regular written and oral reports to the Country representative donors and Local Government officials or as requested.


Proposal/program development

*In collaboration with the Research Department, coordinate program-related research activities, including product coverage and distribution surveys, project baseline and end-line surveys and qualitative studies to inform communication and sales strategies;
*Develop new water and sanitation programming
*Participate in the writing of proposals for new projects with water and sanitation as their sole or partial (integrated) focus, ensuring that WASH proposals are in alignment with the objective of delivering evidence based results and any other requirements in project management guidelines
*Review and provide feedback on all grant and project proposals to ensure that projects meet quality standards for excellence
*Responsible for all aspects of program management for all grants funding including budget oversight;
*Develop proposals and identify funding opportunities as appropriate;



Networking in the field, and research/pilots and concepts

*Attend Cluster meetings and other related networks;
*Maintain awareness of appropriate water treatment technology options, and new developments in this field
*Network with potential sectoral donors
*Coordinate in the field with peer organizations, and national partners
*Establish and maintain new partnerships with private and institutional distributors to facilitate access to products and services in project areas;
*Coordinate brand advertising and promotion activities including working with creative agencies and designers;


Job Requirements


QUALIFICATIONS:

*Relevant post-graduate degree or equivalent experience;
*Minimum four years of WASH program management experience;
*Demonstrated ability to manage multi-sectoral programs with diverse funding streams;
*Budget and contractual compliance experience;
*Familiarity with international health development issues, and the international donor community;
*Knowledge of social marketing;
*Proficiency in the use of Information Technology and tools
*Exceptional and established diplomatic skills;
*Excellent written and oral communication skills;
*Knowledge of USAID requirements is a significant advantage;
*Experience with social mobilization programs in Africa is an advantage
