This brings along some security challenges as the schools are in red areas and therefore GIZ and its contractors cannot directly access the schools.
The shift of strategy of GIZ in implementing sanitation facilities improvement from contractor led approach to community led brings high accomplishment rating making the DepEd ARMM decide to replicate it in island provinces.

The DepEd ARMM Regional Monitoring Team (RMT), Division Facilities Coordinators, School Heads and the Trained Sanitation Community Skilled Workers (SCSW) played a great role in this success.


The 3 agencies set up guiding roles and responsibilities to implement this approach:

DepEd ARMM Regional Office

•Provide the delivery of construction materials from GIZ Warehouse in Cotabato City to the schools
•Committed to provide incentive reward worth Php 10,000.00 per school who completed the classroom toilet construction
•Conducts monitoring of the target schools

School communities

•Identify a skilled worker to participate in the training
•Provide the needed labour
•Ensure the construction is completed in a timely manner

GIZ

•Provide orientation to school heads and on-the-job training for CSW
•Provide construction materials to the schools

DepEd Regional Monitoring Team and GIZ FFS staff developed a simple monitoring tool for non-engineers to be use by the team during school site visits. This was used during the early stage of classroom toilet construction wherein during the school visit of RMT, and any findings was discussed to the school heads and the SCSW before leaving the school. This is to minimize back jobs and meet the standard classroom toilet set by DepEd ARMM.

Since rainfall in Lanao and Marawi areas is frequent, rainwater catchment is very feasible for school children have access to water inside the new constructed classroom toilets. Some of the schools replicated the temporary rainwater catchment that the skilled workers installed in the classroom toilets they have constructed.

As of today 32 out of 35 schools have completed the repair and construction of classroom toilet and received their reward incentives in the amount of Php 10,000.00. For the 3 schools they were given memo by the office of the DepEd ARMM Secretary to do lots of explaining on the status of the project.]]>

I haven't seen CLTS implemented in the aftermath of emergencies, but in many rural communities in India. The routine is sending a team of trained motivators to spend 3 days in a village (or habitation). Day 1 is for pre-triggering where they meet people, survey the village and draw the OD maps during a public meeting. Day 2 is for triggering in different localities, taking care to have a relatively homogenous group. There is no prescribed way for this but the rule of thumb seems to be one member from each family and people from the same caste and religion in each triggering session. Day 3 is for setting up the local groups to stop people from defecating in the open by intercepting them in the morning and evenings.

The motivators' experiences seem to suggest small groups work best. Therefore, in a situation where people have been displaced, homogeneity would be desirable but harder than in settled villages. Local leaders in their experience work without payment but the motivators are paid. A local official is part of their team to lend weight to the process. Their team revisits the village every few days after triggering for a few months to keep tabs on what's happening and brings aberrations to the notice of senior officials.

Local leaders do crave some form of recognition - citations, uniform, badges, etc., and if a job is well done, then an award. They usually do not get cash awards but their efforts are recognised by high-ups in the government. This seems to keep them going. Pure altruism is rare to find, however!

Monitoring, verification and certification are essential for ensuring the success and sustainability of Community-Led Total Sanitation (CLTS) efforts. Monitoring assesses and documents progress towards and the sustainability of Open Defecation Free (ODF) status. Verification and certification provide a goal for communities and help implementing agencies and governments to ensure consistency and reliability of desired outcomes.

The webinar will begin with an overview of global practice followed by case-studies from UNICEFs Kenya and Mali programmes. Presenters will explore successes as well as the issues and challenges that are emerging around monitoring, verification and certification as CLTS is being used at scale.

We are looking for photographs that show examples of inclusive CLTS, highlight good practice, depict innovative programming and emphasize the need to ‘reach the one in everyone’.

We invite submission of photos that
  • show an activity that aims at making CLTS inclusive
  • feature an adaptation to a programme, either in terms of processes or infrastuctures that make sanitation inclusive and meet the needs of a specific (normally excluded) group of people
  • tell a story about how challenges around equity and inclusion have been addressed as part of CLTS,
  • illustrate the plight and a corresponding solution of one of the groups of people which often faces exclusion or difficulty in accessing
  • depict a monitoring or verification activity that tracks the inclusiveness of sanitation


The winning entries will be published in a special feature on the CLTS website. Both winning and non-winning photos will be used in publications such as our Frontiers of CLTS series and/or Learning Briefs/Learning Papers, as well as on the website, with full credit to the photographer, so by submitting an image you are giving us permission to use the photo in this way.

Hosted by the Civil Society WASH Fund, this e-Discussion will run from 12 September until 5 October 2016 to explore the role that organisations, particularly Civil Society Organisation (CSOs, or NGOs), play in assisting households, communities and governments to move up the sanitation ladder to ensure the safe and sustainable sanitation for all. Each week a new question will be posed. The e-discussion is facilitated by Mark Ellery.

The objective of this e-discussion is for CSOs and other practitioners to share their experiences of working with households and communities, private and public sector agencies to not only eradicate open defecation but to ensure the safe management of sanitation for all. This e-discussion will seek to understand the role that CSOs and others are currently playing in assisting communities:
• to move from the eradication of open defecation (i.e. triggering the behaviour change of individuals within communities to achieve collective ODF status);
• to improved sanitation for all (i.e. including the proximate, sufficient, affordable and hygienic sanitation facilities for all including children, the poor & disabled);
• to total sanitation (i.e. including the management of fecal sludge, drainage and solid waste services); and
• to ensuring improved health outcomes (i.e. including the regulation and enforcement of environmental health compliance of sanitary facilities).
