BACKGROUND INFORMATION



SNV seeks Senior Advocacy Officer to join a multi-country and multi-sector project on Evidence Based Advocacy.


This five-year project – funded by DGIS - aims at strengthening capacities of CSOs is to advocate for a conducive enabling environment in WASH, Renewable Energy, Food/Nutrition and Security. For Food/Nutrition and Resilience, the project will be implemented together with IFPRI.


The project will be managed from the Netherlands. Its implementation takes place in six countries (Kenya, Rwanda, Burkina Faso, Ghana, Honduras and Indonesia) as well as at the global level, although not all topics will be covered in all six countries. The Senior Advocacy officers report to the Project Manager.



Responsibilities
•Lead further project design and implementation for the respective sector within the overall project framework and logic;
•Guide and support project implementation in the designated countries for the respective sector in the field of capacity development of civil society organisations for evidence based advocacy, evidence and knowledge and advocacy;
•Regularly monitor results and internal budgets as per donor and SNV requirements and through continuous risk management efforts;
•Coordinate and foster collaboration between countries regarding the respective theme;
•Design, implement and monitor advocacy activities at Dutch and at international level;
•Link country activities on the specific theme to advocacy activities and profiling in the Netherlands and at a global level;
•Contribute to the overall management of the project in collaboration with advocacy officers for the other themes and with the project management team;
•Facilitate and contribute to knowledge development, in particular regarding evidence based advocacy and liaise with relevant stakeholders in this regard;
•Profile and position SNV towards potentially interested donors for Evidence Based Advocacy and beyond for the specific theme and ensure additional funding through submission of successful proposals.


Candidate profile
•Master’s degree in a relevant discipline;
•Thorough and up to date knowledge of academic and donor thinking in the respective thematic field;
•Ten (10) years of work experience in an international (development) organisation and sound experience in WASH (water, sanitation and hygiene);
•High level experience with evidence based advocacy initiatives in various continents and globally;
•Relevant international network for policy influencing and advocacy;
•Experience with Capacity Development of Civil Society Organisations;
•Demonstrated ability to successfully work with teams operating at a distance;
•Strong interpersonal and influencing skills and experience working in a matrix organization;
•Excellent donor relations management (e.g. DGIS) and negotiation skills as well as high level interaction experience with different stakeholders (think-tanks, national governments, international fora);
•Excellent Dutch and English communication (written and oral), reporting and presentation skills. Fluency in other languages (French and Spanish) is desirable;
•Ability to travel frequently to project locations and internationally.

Contract type and duration

The positions are offered based on a national contract for a term of 2 years with possible extension. An international package is not foreseen
