Re: Now available in French: Resources on monitoring and evaluation of rural sanitation and hygiene

Dear Alice,

Thank you for sharing the webinar recording  and guidelines publication on Monitoring and Evaluation for Rural Sanitation and Hygiene Guidance and Frameworks. I took time to listen to the recording and I will share some key takeaways from the webinar:

Why focus on Monitoring and Evaluation of Rural Sanitation and Hygiene:
  • It is necessary for results
  • Assess what works
  • Influence decisions and improve outcomes
Main aims of Monitoring and Evaluation
  1. Area wide programs
  2. Equity and inclusion
  3. Safely managed sanitation
  4. Behaviors
  5. Systems Monitoring and Evaluation
The benefits of strengthened M & E is the provision of more information costs and benefits, identifies strengths and weaknesses, and provides more confidence in results.

Monitoring and Evaluation Framework: main sections for Rural Sanitation and Hygiene Services
  • Elimination of Open Defecation
  • Unimproved sanitation services
  • Limited sanitation services
  • Universal use of basic sanitation services
  • Use of safely managed sanitation services
  • Hygiene services
Components of Handwashing Indicator- a handwashing facility alone is not enough. You need to ask:
  1. What-self reported handwashing practice
  2. When- mention critical times for hand washing
  3. Where- observed presence of hand washing facility withwater and soap
  4. How- demonstration of hand washing practice
Equity and Inclusion provision in M&E Frameworks should include:
  1. Identifying marginalized groups (in their different contexts)
  2. Assessing barriers to the use of services
  3. Disaggregated monitoring of marginalized groups
  4. Assessing satisfaction with sanitation outcomes and services
  5. Assessing of participation and empowerment
  6. Assessing equity and inclusion systems
Guidelines on Monitoring and Evaluation
  • Monitoring is against service levels to track progression:
  • What should be monitored?
  • What tools and processes should be used?
  • Sampling of household surveys at community, household and individual level
  • Validation checks: internally and externally
  • Who should undertake M&E and how?
  • Design of M&E systems for use and learning
Many thanks to the Sanitation Learning Hub for organizing this webinar. However, I would like to find out if there are any thoughts or discussions around having Part 2 of this discussion or any case study that has implemented the approaches provided in the framework?

Best,
Rosemary.
