JOB PURPOSE:

To lead on the management of the Consortium and its Coordination Unit in close consultation with the Consortium Board, country director and in line with the Consortium’s strategy including managing donor and government relationships in Liberia and internationally, managing the Consortium’s budget and programmes in partnership with the CCU team and member agencies and representing the Consortium in national and international forum.

Background

Six INGOS (Tearfund, WaterAid, PSI, Concern Worldwide, Action Contre la Faim (ACF) and Oxfam GB) working in the WaSH sector formed a WaSH Consortium with Oxfam GB Liberia as the leading agency in 2007. The Consortium is currently entering a new 3 year strategy (2013-2015) with the following 3 strategic pillars:

1. Service Delivery: To increase and improve Water, Sanitation and Hygiene (WASH) facilities and service delivery in Liberia by focusing on equitable access of services, environmentally friendly interventions, sustainable management of facilities, hygiene promotion at scale, construction and
rehabilitation of water supply systems, latrine construction and other sanitation interventions.

2. Capacity Building: To increase and improve individual and institutional capacity to manage, expand and sustain improved WASH services in Liberia, focusing on a mix of technical skills, organizational development, resource mobilization, advocacy & communications skills, data collection and effective monitoring and evaluation. This will include the facilitation and establishment of a WASH Research, Learning and Development Center (RLDC).

3. Advocacy and Communications: Advocate and lobby for increased funding to meet PRS and MDG WASH targets in Liberia, appropriate and prioritised Government WASH policies, pro-poor equitable service delivery, improved awareness of WASH issues and WASH policy implementation at county and
district levels.

Currently there are two main donors, Irish Aid and EU, funding the consortium. It is
managed by a secretariat which is led by the Consortium Coordinator and supported
by Operations and INGO Boards.
