CALL FOR PROPOSALS (For Projects only in Maharashtra)
Background: The MahaDev Initiative brings powerful stakeholders together to focus on
improving the quality of life in low-ranking cities in Maharashtra, and to bring their
improved status into the All India Top 10 list by 2018.
This RFP is calling for qualified NGOs/social entrepreneurs to take part in this initiative.
Process of Selection:
The major organizers of the MahaDev initiative are as below, with their roles:
IIMB Alumni Association:
Through its vast network, will bring
funders to the table
Chief Minister of Maharashtra Office:
Provide support of all related state and
civic bodies
DASRA & India Sanitation Coalition
Knowledge Partners;
Strengthen the presenting and selling
capacities of the applying NGOs and Social
Entrepreneurs
KPMG:
Provide auditing support to strengthen the
business case of the applicants
Call for Proposals (according to template)
Shortlisted organizations strengthened through
capacity-building on presentation/pitching skills
Presentations to funders during the MahaDev event
Action Committee set up (senior representatives of
CMO office; Social entrepreneur/NGO; Funder;
ISC/Dasra
Clear roadmap created on implementation of selected
ideas
Eligibility Requirements
Organizations/ Institutions/Research groups from sanitation with projects in rural and urban
Maharashtra or willing to work in the said geography are eligible to apply.
Scope of Submitting the Proposals
The purpose is to identify innovative scalable projects across the entire sanitation value
chain moving the focus from merely the provision of toilets. These include financing for
sanitation, waste management (including decentralised solutions), maintenance and
beautification of ODF spots, technological innovations (tracking usage, toilet management
services, etc.), interventions targeting behaviour change of communities, school sanitation
(focusing on sustainability of O&M services), supporting the Village Transformation Mission
of Government of Maharashtra.
Proposal Evaluation
The proposals will be reviewed by a panel of experts. The final shortlisting would take the
following factors in consideration:
1. Scalability
2. Innovation
3. Sustainability: Along the principles of Build, Use, Maintain and Treat (BUMT)
4. Competencies: A qualified team with appropriate skills and track record is in place
5. Impact: The expected social, ecological and economic and gender equity (if applicable)
impact is clearly defined.
6. Value for Money

Proposal Guidelines
1. Proposal should be submitted in the prescribed format
2. Proposal should not be more than 20 pages, excluding Annexures to a maximum of 25
pages.

Hope you are doing well! In line with ISC’s mandate to identify scalable projects in Maharashtra we are writing this mail to apprise you about an interesting opportunity. Please see the attached RFP for more details. This RFP is calling for qualified NGOs/social entrepreneurs to take part in this initiative.
