Re: Working Group 1 (capacity development) meeting during the Stockholm World Water Week in August 2017

Here are the minutes for WG1 meeting in stockholm. Thank you for all of those attended. We look forward to continuing discussions on the importance of capacity development in the sanitaiton sector in future WG1 meetings.

Facilitators: Leo Barreto-Dillon (seecon) & Laura Kohler (CAWST)

Attendees: Jerry (EuSAIN), Kristen de Vette (IWA) - Learning & Capacity Development Officer, Shobana Srinivasan (GIZ), Arne Panesar (GIZ)

The objectives of the meeting were the following:
1. Identify who is doing what with whom related to Capacity Development
2. Identify the gaps and discuss what WG 1 can do to address those gaps

Due to low attendance (most individuals showed up after 11:00 AM because the meeting coincided with WWW sessions), the activities and discussions around the above objectives were set aside to discuss more generally the value proposition for WG1 members.
One suggestion for future WG meetings was to have them as a 90-minute breakout session during the general SuSanA meeting or selecting a time that works for the active WG members.

To start, everyone shared their personal interest in Capacity Development and the perceived benefit of having an active WG on the topic. Simply put “Why did they show up to the WG 1 meeting on August 29th?”

These were some of the reasons that were shared:
• The desire to know and connect with other organizations working in Capacity Development and learn about WG1, who is involved, and what the group was doing
• Recognizing that one of the greatest challenges in reaching universal access to sanitation is the capacity gap, we need to know how to do capacity development well and reach all of the necessary stakeholders.
• The ability to see who is doing what in capacity development to identify potential partners (cooperation systems) to address the audiences and topics we do not currently reach
• Opportunity to collaborate with content experts to make sure that information coming out of high level discussions and academia reach the appropriate target groups and is applied on the ground. Capacity development is an expertise within itself.
• Advocacy for Capacity Development. Few actually understand what it is and that CD is not just a one-off activity. WG 1 could be a space to share CD approaches. What works well and for what audiences?

The following are other points that were made and discussed throughout the meeting:

Capacity Development Map
o Kirsten (IWA) mentioned that IWA aims to be a knowledge broker. Their goal is similar to that of WG 1. IWA would like to map organizations doing capacity development and be a one-stop shop to address the needs of different audiences.
o The plan during the meeting was to start this process and map who was doing what (topic and approach (i.e. webinar, Mooc, workshop, mentoring, etc.) for what audience.
o The group expressed interest in developing a map of the actors in capacity development. It was mentioned that the mapping would be “invaluable” to those working in Capacity Development and would also benefit the sector. One suggestion was to develop a google document (a living document) to update capacity development activities within the sector. One of the questions that came up was how do we collect that information from the 300 SuSanA partner organizations?
o Kirsten suggested that she could help in moving this forward because it is of interest to IWA. IWA would like to make all trainings available through the IWA platform. IWA would like to collect CD gaps through IWA, including the 300 partner organizations and share the results through SuSanA.

Potential outputs of WG 1
o Common proposal for BMZ to address the capacity gap—coordinated capacity development to address SDG 6. This would require a baseline to identify needs and existing gaps.

Who needs to be involved? What is a working group? Should it be all 4000 subscribers or a small group of active members?
o If WG1 has specific objectives, who needs to be part of the discussion?
o Discussion of bringing funders into the conversation to discuss opportunities. It is recognized that Capacity Development is not well understood and difficult to measure, which leads to funding limitations. To progress Capacity Development, these players need to be part of the discussion.

Current opportunities within SuSanA
o Changes within the SuSanA website
o Shobana also mentioned that activities related to CD can be added to the SuSanA calendar.

Actions:
o Kirsten was going to proceed with collecting information about Capacity Development gaps. There should be some more discussion with the WG 1 leads to ensure that there is no redundancy.
